It will of course never go below the pinstop (look carefully at the gauge
while at rest, see if the needle is resting on anything).

The bounciness could be symptoms of corroding electrical contacts (easy
enough to clean all the wiring contacts) or of a slightly warped needle
brushing up against the gauge plastic.
