'84 spider speedometer -

the speedometer on my '84 spider is anything but
accurate.

it bounces erraticlly at low speeds and will not go
below 15 to 20 mph when stopped.

it appears to maintain the 15 to 20 'optimism" after
it settles down - above 30 to 40 mph.

any suggestions to correct these problems would be
greatly appreciated
