Thanks for your response.  You confirm one of my suspicions - that the TA 
could be playing a role.  I had noticed that, as mentioned, when the engine 
was thoroughly warm, the responsiveness of the system improved.  I'll check 
the pump gap, both cold and hot and let you know.
