Rob,

You have to keep the o2 sensor connected when you test
it.  The switching that Eric refers to is part of the
sensor's natural operation.  If you disconnect it, it
can't send the signal back to the computer, and you
won't see any switching.

If you pull the boot back to reveal the connector, you
can connect a voltmeter between the connector and
ground.  With the engine running you should see the
voltage "switch" between 0.2 and 0.8 V as Eric
mentioned.  If it just sits at one voltage, then it's
dead, and I'd be glad to sell you a new one cheap. 
They're pretty hard to kill, I doubt yours is dead.
