Norm:

You're not missing anything; "it's a feature" (as Microsoft would say);
either the studs or the pulley have to come off to remove the pump.  Rather
than pull the crank pulley, double-nut the lower stud (or two) and remove
them from the block; that gives you enough wiggle room to get the pump free.
Getting the pulley off requires either an air wrench or some fairly brutal
work with a big socket with a breaker bar on the handle, a two-by-four to
cushion the blow and cranking the engine over to loosen the nut.  And then
you have to lock things up somehow to get it tightened back up.  Simpler to
remove the studs.

Final advice; check out the replacement pump very carefully before fitting;
a few have been found with flaws in the lower casting (around the
blanked-off speedo drive casting) that allow oil to leak through the metal
and drip onto the pulley.
