re-torquing heads

Would someone please explain how to re-torque the head on a 4 cyl, 2 liter 
Alfa? I have read that it should be done cold, someone told me hot, in a 
particular sequence, in oil, and at a certain lb-ft, and Les Singh says 
every year.  What does "in oil" mean?
