164 S windshield washer resevoir indicator on all the time

The reservoir sensor either open/close circuit.
So unplug the connector that goes to level sensor then use a
a pair of alligator clips to connect both ends( short circuit ).
If warning doesn't go off, you have other problem.  Use multi
tester see if there are any voltage coming to connector then.
There could a broken wire some where.  The worst case is the
control unit box is damaged.
