Never!  

If you're happy with the car and rust isn't about to consume it, you're
always better off fixing what you have than buying something else.  So it
costs $3000, what other car could you buy for that price?  If you keep the
car, the market value is irrelevant.  It's value to you in transportation
and driving pleasure is much greater.
