Fueling a Spider

I don't know if this is a California only problem, but when fueling both
my '79 and '92 Spiders the auto shutoff mechanism kicks in almost
instantly and repeatedly way before the tank is filled.  I've tried
using various filler hoses at different gas stations including both the
type with the rubber compression boot and the type without, but neither
seems to let me fuel without starting and stopping.  Is there some
incompatibility between the alfa fuel tank opening and the method that
CA gas stations use to return the vapor?
