Failed Emissions

I just took my '85 Spider to the emission office and failed the
hydrocarbon test by 20 pts. This car had been sitting idle for about two
years. I bought it and have driven enough to go through a full tank of
good gas. I think it was tuned before it was parked, but am not sure.
Any advice on how to correct would be appreciated. Does the catalytic
converter help this?
