Wrong order on fluid.

(The
fluid had been topped off a week before with the VERY worn pads) The
worn pads and warped rotors stopped my car faster than it does now. Is
this normal? WHATS WRONG?!?!?!

You topped off the brake fluid tank then did the pads...when you pushed in
the piston to put in the new pads, the excess fluid had no where to go...it
over-flowed the res. tank.
