Karl,
I just fixed a similar problem on my 76 Spider.
To test the gauge remove the wires from the sender and ground them one at a
time.
One should lite up your low fuel light the other should peg your gauge.
Make sure your tank is grounded. If not, use a wire to the chassis.
I ended up replacing the sender AND running a ground wire to get everything
working.
