Phil Williams asked about "the purpose of a paper element filter (about 4in in
diameter and about 4in tall) that is mounted to the inner drivers side fender
(inside the engine compartment) near the front."  

This is the air pump filter.  Its purpose is to filter the air drawn into the
air pump for emission controls.  The air is pumped thru an air injector rail
into the exhaust manifold with an air injector at each cylinder.  It was common
practice in the 1970's for owners to remove the air pump, air pump bracket and
injector rail.  The holes in the exhaust manifold would be closed with a screw
in fitting, or the exhaust manifold would be replaced with an earlier more free
flowing pre-emissions design, typically a 1974 type manifold.
