Are you sure it's the pumps that leak.  I am familiar with the leaking
power steering rack problem but not the pumps.

Rebuilt racks can be bought for ~$350, and although a pain in the a__,
they can be installed if you have enough fortitude and patience.

As to why they leak, I heard it was a problem of incompatible wearing
surfaces.  I think the rebuilt ones are rebushed appropriately.
