I think the point here is that, whilst tetraethyl lead was introduced
for its octane boosting qualities, some car manufacturers began to
rely on its lubricating qualities as well; hence problems once leaded
petrol is banned in the EU from 1 Jan 2000. Where a car is simply
relying on the octane boost, it can be tweaked to avoid pinking
(possibly with some power loss). But some cars will start to suffer
valve seat damage unless a replacement lubricant is used.
