Madison Wisconsin in winter? You need a tractor.
My guess would be to check for corrosion in the path from the battery to
the black box -- the computer won't run unless fed 12v. Sometimes it
helps to leave the jumper cables to an already running engine while
starting.
As well, try <new> plugs -- perhaps ordinary Champion or AC -- it is not
necessarily easy to clean the cause of fouling.
And while in the Arctic, you might try hanging a 100w trouble light near
the block for a few hours, generous blanket covering the hood (to the
ground).
Or try un-plugging the cold-start injector, and feeding a little ether
into the intake. It's fouling. Ether is <supposed> to alleviate that as
well as fire easily.
