Frank,
Sure sounds like the bell crank on your throttle linkage is seizing
up. And where might you find this bell crank, you ask? It is directly
underneath the FI intake plenum - where you can't see it or get to it
easily, of course.

Remove the radiator overflow bottle to gain sideways access to the
bellcrank. it is bolted to the intake plenum (2 bolts) and the block (1
bolt). There is a grounding wire on the block bolt so don't forget to put
it back on when you are finished. Pop off the throttle linkage from the
firewall at the bell crank, the throttle linkage from the bellcrank to the
throttle lever, and the three bolts and the bellcrank comes right out.
Disassemble the crank and clean/grease it up so that it rotates smoothly.
Reassembly is just the reverse.

This is a good time to inspect the plastic clips that hold the
throttle linkages to the bellcrank and the throttle lever. Replace them if
they don't hold tightly.
