Ed - That box is the electronic interlock box. It's purpose was to lock out the ignition, turn on buzzers, etc, if the seat belts weren't connected and there was someone in the seat (pushing on a pressure switch). Those things were bypassed and disconnected long ago.

I believe that the bypass procedure was to go to the undo the connector to the interlock box, disconnect wire 13 (black-green that goes to the starter relay by the ignition coil), and splice it to wire 10 (red-black from the ignition key switch). That will disable all the seat belt interlock crap while retaining the benefit of the starter relay (especially important in SPICA cars where the Cold Start Solenoid is powered by the same wire as the starter solenoid).

There's a wire diagram showing it in the back of the owner's manual.
