Absolute baloney. Another urban legend spread by internet and believed by the gullible.

First of all, many airliners don't even have the ability to dump fuel. And secondly, fuel is very expensive and especially here recently . . . . although airline fares are going through the floor in real terms. The airlines are constantly trying ways to save fuel, not dump it. The ONLY time fuel is dumped is in an extreme emergency when the Captain determines the performance of the aircraft or a structural emergency would dictate lowering the aircraft's weight.

As far as the military goes, budgets/fuel etc. are allocated by "flying hours" which include things such as spare parts, maintenance, and fuel. Dumping fuel would have no affect one way or the other on expending flying hour allocation. If at all true, this urban legend is probably left over from WWII somewhere.
