Yes and yes. Or injectors. You can try to rule out the regulator by
completely pinching off the fuel return line from the regulator and
see if the pressure still falls. Of course, if the problem is
erratic, good luck. Repeat the experiment, I guess. Checking for a
leaking injector is as easy as taking a plug out and sniffing for
gasoline fumes after the pressure has dropped--trouble is it could be
just one injector so you'd have to take 6 plugs in and out every time
you test it. I'm not familiar with the 164's fuel delivery system,
but I'm sure there's at least one pump with at least one check valve
in it--couldn't tell you how to test it though.
