Greetings from canberra

Can someone answer a question regarding the fuel tank fittings.

Next to the fuel exiting the tank is a large boltabout 5 cms long.

Whats it for??    and

how far down into the tank does it screw.

also.  can anyone recommend a suitable sealer.  My tank leaks when full at the fuel line screw

Tonight the club is off on a BBQ run to mourn the end of daylight saving.  At present the weather is about 30 C and the run up into the hills should be ideal.
