   Hi, Alastair,
            Original Stag alloys are polished, not painted silver, and
whilst there are many more knowledgable subscribers to this list
than me, I have never heard of any that did not have the recessed
parts black.
           I have just had mine professionally refurbished by a specialist.
Each whole wheel was powder coated black then put on a spinning
machine and the raised parts polished and lacquered. Cost was £25
+VAT per wheel.
         I can't comment on the stripes, but it sounds to me as if a previous
owner put them on upside down by mistake,
