Very familiar stuff that.
Tap the carbs with a light hammer tap. If the floats or needle valves are
stuck they should release. you will hear the corresponding click. If not then
the needle valve or floats need attention. 
Mixture strength. Hm its a real compromise isn't it. I would go a tad richer
because you don't want to be pullingthe choke on acceleration only. Just and
eighth of a turn on the tool to avoid the hot start problems.
Well those are my thoughts
