Automatic gear shift handle

On my automatic gear shift , the "T" handle and locking collar keep working
loose. The locking collar has a small hole drilled half way through the
metal - there is no screw. I'd have thought that the hole should have gone
all the way through to the inner  thread and then a grub screw holds the
collar to the shift lever. Could another automatic owner please explain how
their collar  locks
