I've used this book
with the Missouri inspection system and they agreed
with it. Saved Mark some big trouble with his old
Suburban. They thought it had to have one because it
has the holes in the manifold and a place to put the
bracket for the pump.

See, it's not just California! Folks with something old or rare here end up
going to "referees" or fighting with the bureaucracy because some mechanic
isn't sure, and the references are not clear, over whether or not some
emissions control feature was or was not included on that make/model/year
and thus, needs to be present and functional to pass the visual part of the
inspection.
Back when '69 vehicles were under this program still, a friend had a real
problem with his '69 Z/28 Camaro and its stock, open element air cleaner
with the functional hood scoop. Shop insisted that a closed element,
thermostatic air cleaner was required, as had been installed on all
"ordinary" Camaros of that vintage.
