Dave,

You need a vented cap.  Air has to come in when gas
goes out or you collapse the tank or no gas gets to
the engine.  I'd take off all the carbon cansiter junk
if you can't get it fixed.  

The other thing to remember is that if air can get in,
so can dirt.  Seal the thing and use a vented cap.
