If the valve is stuck wide open or is non-existant I
don't think the engine would have a good enough
mixture to run properly.  Probably always running very
lean.  Might be ok on the highway but I'd bet it
wouldn't idle very well.

If it broke off in one piece, or a couple, you could
fish the thing out through the hole maybe...
