[ihc] Harmonic Balancer Marking

Instead of trying to just paint the small line, I've had pretty good luck
as follows.
Mask the counterweight on the balancer with tape so that one half of the
balancer is masked and the
other half exposed.  Paint one entire half of the balancer weight with
white paint up to the line.
Remove masking tape.  Now you should have half the weight painted white and
the other half
red.

It is UNBELIEVABLY easy to spot the line now and really easy to see it
compared to the timing scale.

I encourage everyone to use this technique.
