We're talking about hard rings running against extremely *hard* cylinder
walls.

I've owned cars with chrome plated cylinders, and it took a long time for
those vehicles' rings to seat.  In fact with those vehicles, over a quart
of oil used every 1,000 miles was considered normal by the factory.
