Absolutely.  You may need new cable to pull that much of a load, but
the winch will do it.  With my 800 Ramsey, I unstuck a number of heavy
vehicles including a doctors big van filled with medical equipment
that had gone over a bank on the Alaskan Highway, many years ago. There
were two Mounties there watching, and making bets as to whether I could
get the van up over the lip of the road again.

After it was done, they said something Canadian that translated as,
Good show, Yank.

That van filled with equipment surely was near 8000 lbs. and winch
ratings are based on pulling rolling weight, and I was pretty much
lifting that sucker up the hill.
