Pete-

You are seeing a dead short across the solenoid. Replace or rebuild the
starter and solenoid. This is an intermittent problem, which is common for
this type of starter. It is not caused by the rain. While you're at it,
check the battery cables.

I recommend the remote solenoid fix as well. It makes replacing and
troubleshooting starter circuits easier, and one of the most common failures
in these starters is that they hang. By removing the ability to keep turning
the starter when this happens, there are far fewer failures.
