I'm guessing from your statement that all you have is a master cyl mounted
on your firewall.
I have seen vacuum assisted brakes on  Scouts with all drum brakes,  My 72
came that way.  Maybe try to add an IH vacuum assisted hardware to your
system.  I don't know how much advantage it has over non-boosted systems but
it should be a step forward.
