John,
   The spare mount design changed gor almost every year Scout I've seen,
but; my 79 and parts 78 all had steel framing behind the wall that the
mount was bolted to. Whether they are weld nuts or not I don't recall. 
   Can't you reach in through the gas evaporator access door?
