Brakes

Hey Guys,

I wasn't kidding about the questions.

While at mechs.  the brakes were bled and he said they
were fine.  

They seem very hard to push and don't seem to work to
well.  TAkes a long time to come to complete stop.  

One roommate still here.  With engine idling, he
pressed on brake (while in park) and engine idle
increased.  His brother diagnosed over phone, that
since brakes have been bled (mech got fluid out, not
air)  there is a problem with the vacuum line.

Sound right?  Is the line hard to replace?
