Voluntary Repair And Upgrade Programs as a Substitute for Vehicle
Scrappage in California
	
A bill (S.B. 1056) has been introduced in the California legislature to
study voluntary repair and upgrade programs as a substitute for vehicle
scrappage. Instead of crushing older cars, the legislation would
evaluate the cost-effectiveness of voluntarily upgrading vehicles with
equipment that dramatically improves emissions performance. The bill
also provides emissions reduction credits to those paying for the
upgrade.
We Urge You to Contact Your State Legislators to Support S.B. 1056
S.B. 1056 acknowledges that voluntary repair and upgrade is a more
sensible approach than scrappage to controlling the emissions of
high-polluting vehicles.
S.B. 1056 acknowledges that test data has proven that upgrades reduce
far more emissions per dollar than do scrappage programs.
S.B. 1056 acknowledges that upgrades offer vehicle owners significant
advantages in terms of performance, driveability and fuel mileage. 
S.B. 1056 acknowledges that saving vehicles from the crusher both allows
hobbyists more parts and project cars and protects the environment.
Contact your state legislators and support this bill. S.B. 1056 protects
the rights of vehicle enthusiasts in California and will help kill
scrappage programs nationwide by demonstrating the advantages of
