These "clunker" laws are also an arbitrary attempt by do-gooders to clean
up thier nieghbor's property because they don't like the way it looks. For
some reason, Americans have gotten this idea that they have some vested
right to check out what their nieghbors are up to and, if they don't
approve, interfere in it. It's the "busy body" syndrome. 

That's why over one-third of the homes in California (and places like New
York and Florida too!) fall under "home-owner's association" bylaws. I
guess folks here are just so enamoured with government that they want to be
one  - all to themselves.

Our founding fathers are rolling in their graves.
