Tom,

Simply letting your foot off the throttle is about the most effective
engine brake you'll get.  When you let off the accelerator on a
non-emmision carb, the throttle plates almost completely close the
carburetor bores.  The choke plate doesn't seal off the throttle bore
nearly as well.
