Quick N Easy are good solid gutter mounts. They consist of a curved cast
piece of metal that clamps solidly to the gutter rail. There is a mounting
hole at the top of the mount to mount a cross piece. They are not pretty. I
paid about $10 apiece about 6 years ago. I haul hang gliders and a boat
regularly and have had no problems.  They are availible at boating/marine
supply stores.
