I took a small jewelers file to the non-sealing inside surface of both seats
and was easily able to file a very small nick in the metal. So if they are

I knew a guy in the South Park area of Seattle that made replacement
valve seats so engines could run unleaded gas. Those seats might have
been referred to as "hardened".
They couldn't have been very hard considering he was able to machine
them on a conventional cnc lathe. You could have easily nicked one with
a file. They may have been heat treated after machining, I don't remember.
Last time I talked with him, he was having trouble with the EPA cause the
shavings from the machining were considered toxic hazardous waste.
He went under the name Snider Enterprises. He's probably still around, although
it's been at least 5 years since I've seen him..
