I always use a gasket there, with the sealant on both sides.

These particular surfaces are almost never flat. And, they do
contract/expand due to temperature changes. And, since thier both
relatively flat planes, they sort of slide past each other like an
earthquake slip fault. A soft gasket, like paper, seems to "flex" with the
changes but you still need sealant to prevent leaks.

The aftermarket "chrome" water necks for SB Chevy's are usually aluminum
and are notorious for leaking. The answer is to pull them off, back some
sandpaper with a perfectly flat block, and plane the mating surfaces until
as flat as the block. 

Perhaps the IH units need the same treatment.
