What I found out about my ugly noise. why? and Now What?

I removed the lifters (yes I know which ones go where) One of the lifters
was not rotating. 
 Why would a new lifter with a new cam not rotate?
 How do I keep that from happening again?
What do I do now?

     It's kinda wierd: I don't have a computer
     but I have a web site and e-mail addresss......and then
     I have a Scout and I can't figure out whats wrong with it.
