I've had this experience with a '69 Z/28 Camaro a freind and I bought in
Utah and brought back to California to part out. Turned out that someone
had put too small of jets in the Holley 4150 carbuertor.

What does this have to do with your problem? I'm thinking you've got grit
or dirt into your carbuerator and it's restricting cruise fuel flow
internaly. You might want to think about a carb cleaning and rebuild if it
hasn't been done for years anyway.

You can always test this hypothesis by swapping on a "known" good carb from
another Scout.
