  Regarding exhaust tubing benders, they won't bend roll bar gauge tubing. 
They're not rigid enough.

  As for roll bar material,  the average home-shop welder should not use
chrome-moly.  Chrome-moly welding is way beyond the average skill level.
Everything I've read about roll cages and tube chassis fabrication for
amateurs recommends using mild steel.

  Art Morrison Enterprises, 1-800-929-7188, sells roll bar tubing.  It's
not cheap though.  Example: mild steel, 1 5/8 x .134 wall is $2.45/foot.
