I've got the rule setup in Outlook 98 to say

if message from owner-ihc-digest@domain.elided move to folder

One thing you want to do is make sure you only have one address in
outlook for a particular email address.  I have the same problem at
home, where an individuals mail may or may not be filtered depending on
which name it thinks it should use.  Very annoying.
