Governors were more of a Loadstar-sized truck item--not sure that they
were even standard there and you probably could order one in your
Travelall or pickup if you wanted it, although it wasn't an advertised
option that I know of.

The max recommended RPM is probably like a lot of other warnings like
seats that are marked as not for sitting and Honda Gold Wing saddle bags
that are rated to carry only 20 lbs each.  Everyone knows it's almost a
joke, but if something goes wrong, the manufacturer has a defense in
court.
