Alan,

Are you saying that the engine rpms would increase to 3000 rpm simply by
pushing in the clutch from... say... idle?  If so, you *must* have
something wrong with the carb linkage.  Is there possibly an interference
between the clutch linkage and the throttle cable?

If you meant that the rpms blip up to 3000 from something like 2500 when
shifting between gears, then that could also be caused by carb linkage
problems or maybe something else more complicated.

Could you please explain this situation in more detail?  This is
interesting.
