Tornado's?

In the last few weeks I have  an advertisement for an automotive apparatus
called
a "Tornado"  the ad says it fits inside your air filter and is a stationary
vortex 
generator, whatever that is.  It claims to add more power and improve gas 
mileage, don't they all?  Has anyone tried this or anything like it?  What
was
your experience?  Just wondering if it's all it is claimed to be.
