Nick,

The threaded horizontal hole is for a bolt which is used to force the 
compressor away from the engine, thus tightening the belt.  

Loosen the compressor -- 4 bolts from the bottom

jack the compressor away from the engine until the belt is tight

Tighten the compressor --- 

Job done
