Pieter,
I kinda doubt that belts noise can rise to the level of 'terrible ruckus'. 
They can squeal, and pouring water onto them should change the pitch of 
that squeal. But that's pretty much as bad as it gets.
The belts are cheap and fairly easy to replace. 
You may have other problems in your engine bay. All of which are very 
difficult to diagnose via the internet.
