I have tested my fan clutch by hand and found it to be a reliable method to
determine if it was broken. If the fan spins freely, its broken, if it has
resistance, its not.

Please also see the reply from Bob Kegel, I find the newspaper method is
also quite a reliable indicator of a worn fan clutch.
In my instance both methods indicated that I required a new fan clutch.
